Report
An Implementation Dialogue hosted by Jessika Roswall, Commissioner for Environment, Water Resilience and a Competitive Circular Economy and Christophe Hansen, Commissioner for Agriculture and Food, took place on 18 February 2026 with participants from the farming community, water sectors, civil society, and Member States’ authorities.
The discussion focused on how to improve the implementation of key EU environmental legislation (notably the Water Framework Directive, the Nitrates Directive, and the Birds and Habitats Directives).
Participants underlined the need to reduce administrative burdens and regulatory fragmentation, take into account innovation and new developments, while ensuring predictability and legal certainty.
There was broad recognition of the need to achieve coherent and results-based implementation, while upholding environmental standards.
There was a shared understanding that food production and nature can, and must, go hand in hand.
The dialogue highlighted that there is no single solution, rather that practical cooperation, clear guidance and consistent implementation can help ensure both environmental protection and a competitive, future-proof agricultural sector.
