Action Plan for Managing Environmental Noise

Green City Accord - Good practice

Description

The Action Plan for Managing Environmental Noise in the Municipality of Galați is designed to address the growing issue of environmental noise, particularly from road traffic and industrial activities, which negatively impacts public health and the quality of life in urban areas. The mapping covered road segments with high traffic density such as Strada Traian, Bulevardul George Coșbuc, and Drumul de Centură, as well as areas near tramway lines and industrial installations. These areas were included to capture a comprehensive picture of environmental noise across the city.

Results (achieved or expected)

This project is expected to deliver meaningful improvements in urban health and quality of life by reducing noise pollution in high-impact areas through noise mapping and the implementation of traffic control measures. Increasing public awareness will encourage behavioural changes towards noise reduction. In terms of health benefits, these efforts are expected to contribute to reducing stress levels and improving mental well-being, cardiovascular health, sleep quality and cognitive performance.  Additionally, it is expected to integrate noise pollution considerations into urban planning policies.

Enabling conditions

  • Continuous monitoring and collaboration between local authorities and the community ensures that the initiatives remain aligned with local needs.
  • Effective noise mapping and data collection help identify areas requiring intervention and support evidence-based policymaking.
  • Community involvement and education initiatives foster local engagement.
  • Infrastructure improvement enhances overall living conditions by mitigating the impact of noise pollution.

Obstacles and difficulties met

  • Funding constraints can hinder the implementation and scalability of social impact initiatives.
  • Urban planning challenges can hinder the development of the measures.
  • Public resistance can delay or block initiatives aimed at improving social outcomes.
  • Coordination with multiple stakeholders can be difficult to achieve, leading to inefficiencies and project delays.

Recommendations for cities interested in developing such a project

  • Invest in comprehensive noise mapping to establish a strong evidence base for interventions
  • Ensure community involvement from the outset to build trust and secure public buy-in
  • Prioritise interdepartmental coordination, particularly between health, transport, and urban planning authorities
  • Seek diversified funding sources, including national and EU-level environmental programmes
  • Integrate noise reduction goals into broader sustainable mobility and green infrastructure strategies
