After the adoption of the European Parliament’s non-legislative resolution on the protection of livestock farming and large carnivores in Europe in November 2022, the European Commission has committed itself to carrying out an in-depth analysis of available scientific and technical data on the wolf.

This report examines human-bear conflicts, mitigation measures, and official frameworks in 15 European countries. Recommendations for managing problematic bear behaviour were developed by 34 experts after meetings in Slovenia and Italy in 2014.

Large carnivores are among the most symbolic but challenging species in terms of conservation and management in the EU. In 2014, a group of eight representative stakeholder organisations agreed to work together as part of the EU Platform on Coexistence between People and Large Carnivores.

The Commission legislative proposals for the new Common Agricultural Policy (CAP) after 2020, provided an opportunity for the EU and Member States, with the input of key stakeholders, to further design specific measures to protect livestock farming from potential damages caused by large carnivores.

This letter addresses the updated guidance provided by the Commission regarding the strict protection of animal species of EU interest under the Habitats Directive, particularly focusing on large carnivores such as the wolf.
