This report describes a pilot project on large carnivores funded by the European Commission. Implemented from November 2013 to November 2014, it involved various organizations in Slovakia and Slovenia.

Ten best practice examples that focus on improving stakeholder relations were selected and analysed. These were chosen to cover a range of biogeographic and political situations as well as all large carnivore species and stakeholder groups.

The Commission legislative proposals for the new Common Agricultural Policy (CAP) after 2020, provided an opportunity for the EU and Member States, with the input of key stakeholders, to further design specific measures to protect livestock farming from potential damages caused by large carnivores.

This report examines human-bear conflicts, mitigation measures, and official frameworks in 15 European countries. Recommendations for managing problematic bear behaviour were developed by 34 experts after meetings in Slovenia and Italy in 2014.

Technical report on the most urgent actions necessary at the population level for four large carnivore species protected under the EU's Habitats Directive. It includes recommendations which are addressed to national, regional or local authorities, and to all interested stakeholders.

This Toolkit supports anyone interested in establishing national and regional/local platforms on large carnivores, providing guidance based on lessons learned and good practice.
