Politika EU v oblasti odpadů si klade za cíl přispívat k oběhovému hospodářství tím, že se budou z odpadu v maximální možné míře získávat vysoce kvalitní zdroje. Zelená dohoda pro Evropu hodlá podporovat růst přechodem na moderní konkurenceschopné hospodářství efektivně využívající zdroje. V rámci tohoto přechodu bude přezkoumáno několik zákonů EU o odpadech.
Právním rámcem EU pro zpracování odpadů a nakládání s nimi v EU je Rámcová směrnice o odpadech. Zavádí takzvanou „hierarchii priorit nakládání s odpady” neboli pořadí, v jakém se s odpady nakládá.
Určité kategorie odpadu vyžadují specifický přístup. Proto EU vedle zastřešujícího právního rámce disponuje také mnoha předpisy, které se týkají různých druhů odpadu.
