Pregled
Cilj je politike EU-a u području gospodarenja otpadom pridonijeti kružnom gospodarstvu izvlačenjem visokokvalitetnih resursa iz otpada u što većoj mjeri. Europskim zelenim planom želi se promicati razvoj tranzicijom na moderno gospodarstvo koje učinkovito iskorištava resurse. U sklopu te tranzicije revidirat će se nekoliko zakona EU-a o gospodarenju otpadom.
Okvirna direktiva o otpadu pravni je okvir EU-a za obradu otpada i gospodarenje njime u EU-u. Njome se uvodi preferencijalni redoslijed gospodarenja otpadom koji se naziva „hijerarhija otpada”.
Određene kategorije otpada zahtijevaju posebne pristupe. Zato EU osim krovnog pravnog okvira ima brojne zakone koji se odnose na različite vrste otpada.

Ciljevi
Cilj je politika EU-a u području gospodarenja otpadom zaštititi okoliš i ljudsko zdravlje te omogućiti tranziciju EU-a na kružno gospodarstvo. Njome se utvrđuju dugoročni i kratkoročni ciljevi za
- poboljšanje gospodarenja otpadom
- poticanje inovacije u recikliranju
- ograničavanje odlaganja otpada na odlagališta.
