EU Forest Strategy for 2030

To improve the quantity and quality of forests throughout the EU.

Overview

Objectives

The strategy sets a vision and concrete actions to improve the quantity and quality of EU forests and strengthen their protection, restoration and resilience.

It aims to adapt Europe’s forests to the new conditions, weather extremes and high uncertainty brought about by climate change.

This is a precondition for forests to continue delivering their socio-economic functions, and to ensure vibrant rural areas with thriving populations.

Actions

The Forest Strategy supports the socio-economic functions of forests for thriving rural areas and boosting the forest-based bio-economy within sustainability boundaries.

It also protects, restores and enlarges the EU’s forests to combat climate change, reverse biodiversity loss and ensure resilient and multifunctional forest ecosystems by:

  • Developing skills and empowering people for a sustainable forest-based bioeconomy
  • Protecting the EU’s last remaining primary and old-growth forests
  • Reforestation and afforestation of biodiverse forests, including planting 3 billion additional trees by 2030
  • Providing financial incentives for forest owners and managers for improving the quantity and quality of EU forests

The strategy also focuses on:

  • Strategic forest monitoring, reporting and data collection
  • Stepping up implementation and enforcement of the existing EU acquis

Key dates related to the EU Forest Strategy

  1. 30 June 2027
    EUDR compliance deadline (SMEs)

    Micro and small enterprises must comply with simplified rules.

  2. 30 December 2026
    EUDR compliance deadline (Large/Med)

    Large and medium operators must begin full due diligence for deforestation-free products.

  3. November 2023
    European Commission proposes new Forest Monitoring Law to create standardised EU-wide forest data system
  4. 27 July 2023
    European Commission publishes guidelines on closer to nature forest management and payment schemes for forest ecosystem services
  5. June 2023
    EU Deforestation Regulation (EUDR) enters into force
  6. 14 July 2021
